By placing Giacinto at the very beginning of their legendary story -- well before Carnus, the Lacedaemonians are taking the relationship between Apollo and Giacino as the original model of their custom.
In any case, in Apollodorus's northern version of the legend, in which Giacinto is the son of a Macedonian, Piero, and loved by a Thracian, Thamyris, it is Thamyris who is credited with the invention of this love practice.
