Jones's judging at noon that they were out to get him might well be a case of judging something to be true on insufficient evidence; but (to use Berkeley's phrase) it 'sounds harsh' to say that Jones's brain's being in such and such a state at noon is a case of judging something to be true on insufficient evidence. 130
